The cyberattack came despite a decision by Kaohsiung’s government last weekend not to air “The 10 Conditions of Love” at its Kaohsiung Film Festival next month. The film is about U.S.-based World Uighur Congress leader Rebiya Kadeer, whom Beijing says was behind July riots that left nearly 200 people dead in China’s Xinjiang province."

【大紀元9月21日訊】（自由亞洲電台記者唐琪薇報導）世界維吾爾代表大會稱，由於新疆一名在押維吾爾人被毆致死，引發新疆伊犁霍城縣維吾爾人於星期六上午舉行抗議活動，中國當局已經調動軍隊進入霍城縣。

世界維吾爾代表大會發言人迪裡夏提星期天告訴本台記者，一名被關押在霍城縣的維吾爾青年在獄中被毆致死，引發霍城縣維吾爾人上街抗議。迪裡夏提說，新疆「75事件」後，中國政府在新疆地區採取高壓政策，不經任何司法程序對維吾爾人進行任意騷擾及扣押，這名青年就是因為參與「75事件」在烏魯木齊被捕的。

「在烏魯木齊被中國政府逮捕之後，由於烏市的監獄無法安置，大批的這些被逮捕的維吾爾人因此有部分維吾爾人被轉移到了東土耳其斯坦北部伊犁地區的霍城縣。該青年人在監獄當中受到酷刑折磨致死之後呢，警方將屍體退還給家屬，而且強迫家屬將屍體安葬，遭到了家屬的拒絕。家屬希望政府和司法部門能給一個公正的交待，遭到了政府的拒絕。」

迪裡夏提表示，伊犁霍城縣的維族人在死者家裡看到了傷痕纍纍的屍體，非常憤怒。

「該縣所有的維吾爾人員對政府提出了強烈的抗議，而且要求政府就有關問題對死者的家屬能給一個公正的交待。那麼在這種情況下，當地的維吾爾和政府發生了對立。」

迪裡夏提說，中國當局已經派遣了大量軍隊入駐伊犁霍城縣。

「一方面來防止事態的擴散，另一方面利用武裝人員對當地對死者的家屬進行恐嚇。同時對那些同情死者而導致該縣對政府部門的維吾爾人採取一種強制的壓制政策。」

不過，迪裡夏提表示，目前他還沒有掌握參與抗議人員的人數，也不清楚有無人員傷亡。

記者致電新疆伊犁霍城縣政府值班室，但是電話一直無人接聽，無法進一步瞭解詳情。

紐約城市大學政治學教授夏明告訴本台記者，無論是新疆的伊斯蘭教還是西藏的藏傳佛教，都有我們漢人所不瞭解的宗教傳統。夏明說，就新疆的伊斯蘭教來說，它最重要的一個教義就是所有的穆斯林信徒都是兄弟，都是一家人。

「對於我們漢人來說要進行這種集體行動困難就比維吾爾族就要大得多。所以根本的根源應該是他們完全是伊斯蘭這個宗教，大家都是兄弟姐妹、都是一家人。他們覺得任何一個穆斯林的苦難都是他自己的苦難。」

夏明表示，從中國政府的邊疆治理政策可以看出，中國政府是用一部分人統治另一部分人、一部分人仇視另一部分人來建立它所謂的秩序和平衡。夏明說，在他看來，中國政府是在玩火。

「中國的政府在各種政策上有意地曲解，包括藏傳佛教、包括伊斯蘭教他們的民族的訴求，播撒一部分仇恨的種子，讓兩邊的僵斗，為它的政權上的暴力提供了依據。」

另據報導，中國國務院台灣事務辦公室發言人對高雄電影節前將放映講述新疆流亡領袖熱比婭的紀錄片「愛的十個條件」，表示強烈反對。迪裡夏提對此表示，中國政府是把一個純粹的藝術問題演變為政治問題。

「中國不應該干預藝術的教育問題。中國的這種干預已經是超過了自己的權力範圍。」

迪裡夏提最後告訴記者，世界維吾爾代表大會對中國政府對在押維吾爾人行駛酷刑折磨表示強烈抗議，因為這本身就違反了國際公約。迪裡夏提表示世維會將密切關注新疆伊犁霍城縣的事態發展。
